Considering the key role played by aquatic systems in addressing food security and supporting livelihoods, the GFCM will be actively present at the Third United Nations Ocean Conference with a side event showcasing its model cooperation in the context of sustainable blue foods.
This event will represent a key milestone, consolidating and integrating the conclusions of the RPOA-SSF mid-term event, in the context of the SSF Summit, the Fish Forum 2024, and the Regional Aquaculture Conference 2024. With a look toward the future, it will kickstart preparations for the renewal of relevant political declarations.
It will also provide the opportunity to officially announce the GFCM Voluntary Ocean Commitment. In mobilizing key stakeholders, it will serve as a catalyst for countries and partners to also present their related commitments.

Agnès Pannier-Runacher is the Minister for Ecological Transition, Biodiversity, Forestry, Maritime Affairs and Fisheries in France. She previously served as Minister for Ecological Transition, Energy, Climate and Risk Prevention; Minister Delegate for Agriculture; Minister Delegate for Energy Transition; Minister Delegate for Industry under the Minister of the Economy, Finance and Economic Recovery; and Secretary of State. Prior to this, she was Deputy Chief Executive Officer of the Compagnie des Alpes; Director of the Research and Development Division at Faurecia Interior Systems; Executive Director and Member of the Executive Committee of the Strategic Investment Fund (now BpiFrance); Deputy Director of Finance and Strategy at Caisse des Dépôts, and Chief of Staff to the Director General of Assistance publique – Hôpitaux de Paris. She began her career as a financial inspector at the French Ministry of Economy, Finance and Industry, working on the performance assessment of public administrations, responsible investment and social housing. She was recognized as a “Rising Talent” at the Women's Forum 2007 and was nominated as a Knight of the National Order of Merit in 2016. In 2020, she received the award for influential woman in politics and was named one of Forbes 40 Women. She is a graduate of HEC and École nationale d'administration (ENA) in France, and she holds a European master’s degree from CEMS (HEC Paris and Cologne University in Germany).
Miguel Bernal
Executive Secretary, GFCM
Miguel Bernal is the Executive Secretary of the General Fisheries Commission for the Mediterranean (GFCM) of the Food and Agriculture Organization of the United Nations (FAO). He is responsible for implementing policies agreed upon by GFCM countries towards ensuring the sustainability of fisheries and the sustainable development of aquaculture in the Mediterranean and the Black Sea. He has previously led the technical work of the GFCM Secretariat on fisheries-related issues, promoting modernization of work in support of decision-making, including through the publication of the biennial report on The State of Mediterranean and Black Sea fisheries. Prior to joining the GFCM, he worked in a number of top-level universities and fisheries research institutes across the world, publishing numerous scientific contributions in the fields of fisheries, ecosystem modelling and climate change.
H.E. Cōstas Kadīs
Commissioner for Fisheries and Oceans, European Commission
Costas Kadis is the European Commissioner for Fisheries and Oceans. Within this role, he works to develop and implement a long-term vision for a resilient, competitive and sustainable European fisheries and aquaculture sector to help secure Europe’s food sovereignty, as well as to ensure the European Union leads global efforts to restore the health and security of the world’s oceans and support coastal communities across Europe. Prior to his current position, he served as Minister of Agriculture, Rural Development and Environment, Minister of Education Culture and Minister of Health in Cyprus. He also has a long-standing background in academia as an associate professor, professor of biodiversity conservation, Deputy President of the University Council, Head of Nature Conservation Unit, and Dean of the School of Education at Frederick University in Cyprus. He also served as the Head of Unit and Deputy Director General of the Research Promotion Foundation of Cyprus. He holds a degree and a PhD from the University of Athens in Greece.
Zakia Driouich
Secretary of State for Fisheries, Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, Morocco
Zakia Driouich is the Secretary of State for Fisheries within the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests in Morocco. Previously, she held several positions of responsibility, including Director of Fishing Industries, Head of the Fisheries and Aquaculture Department, and most recently, Secretary General of the Department of Fisheries. She has also held positions in regional or international fishing bodies, including the first and second vice-presidencies of the International Commission for the Conservation of Atlantic Tunas. During a career that spans more than 30 years, Ms Driouich has been directly involved in major moments of the transformation of the Moroccan fishing sector. In particular, she implemented and managed the sectoral strategy for the development of the fishing sector in Morocco “Halieutis” and led negotiations relating to fishing agreements linking Morocco to the European Union, Japan and the Russian Federation, among others.
H.E. Anila Denaj
Minister for Agriculture and Rural Development, Albania
Anila Denaj is the Minister of Agriculture and Rural Development in Albania. Prior to this, she served as the Minister of Finance and Economy, as the Deputy Team Leader of the Albanian Agribusiness Support Facility and as an external expert for the Rural Credit Guarantee Foundation. She has extensive professional experience in the private banking sector, the public sector and international consultancy. Within the banking sector, she served as an international financial advisor for ProCredit Holding GmbH/IPC Consulting GmbH and held various leadership positions within ProCredit Group banks internationally. In 2014, she served as Director General at the Ministry of Finance, focusing on overseeing operations in areas including finance, legislation and management of state property, information technology management, human resources, and others. Her experience extends to board membership in several key institutions, including the Albanian Social Insurance Institute. She is a certified European Union trainer in leadership programmes with the School of Public Administration. She holds a degree in Finance and Banking Management from the Faculty of Economics at the University of Tirana in Albania.
H.E. Alaa Farouk
Minister for Agriculture and Land Reclamation, Egypt
Alaa Farouk is the Minister for Agriculture and Land Reclamation in Egypt. Prior to his current role, he served at the Agricultural Bank of Egypt as Chairman of the Board of Directors and previously as Managing Director of the Board of Directors. He also served at the National Bank of Egypt as the Chief Executive Officer of Small and Medium-sized Enterprises and Retail Banking for Branches, Head of the Retail Banking Group, and Vice President of the Branches Group. He was also an area manager for Delta, Alexandria and Upper Egypt at Barclays Bank Egypt. Furthermore, he was a board member for several companies, including Helwan Fertilizers, Al Ahly Real Estate Development, Al-Ahly Real Estate Investments and the Egyptian Commodities Exchange. He holds a Bachelor of Commerce in Accounting from Ain Shams University in Egypt and has completed numerous courses internationally.
Ebubekir Gizligider
Deputy Minister for Agriculture and Forestry, Türkiye
Ebubekir Gizligider is the Deputy Minister of Agriculture and Forestry in Türkiye. He previously served as a Member of the Grand National Assembly of Türkiye for two terms between 2011 and 2018. During his tenure, he took part in the European Union Harmonization and Parliamentary Committees, played an active role in international parliamentary cooperation, and served as a member of the North Atlantic Treaty Organization Parliamentary Assembly. He is currently responsible for activities related to agriculture, livestock, food safety, fisheries and aquaculture, as well as the sustainable management of water and forest resources and rural development. He holds a degree in law.
Patrizio Giacomo La Pietra
Undersecretary of State, Ministry of Agriculture, Food Sovereignty and Forestry, Italy
Patrizio Giacomo La Pietra is the Undersecretary of State at the Ministry of Agriculture, Food Sovereignty and Forests in Italy and is Senator of the Republic in the nineteenth Legislature on the Fratelli d'Italia list. He began his career in 1980 as a production manager within a mechanical engineering company before becoming a sales consultant. His political career began in 2007, in the centre-right party Casa delle Libertà when he was elected Municipal Councillor in the municipality of Serravalle Pistoiese. He served as Provincial Councillor in the province of Pistoia. He was then elected Provincial Coordinator of the Fratelli d'Italia party in Pistoia. In 2018, he was elected Senator of the Republic in the eighteenth Legislature with the Fratelli d'Italia party. During this period, he was Group Leader of the ninth Agriculture and Agri-food Production Commission, and Member of the Commission for Regional Affairs and of the Parliamentary Commission of Inquiry into the events of the Il Forteto community. He holds a diploma in industrial mechanics.
Ronán Long
Director, Sasakawa Global Ocean Institute, World Maritime University
Ronán Long is Director of the World Maritime University–Sasakawa Global Ocean Institute. Within this role, he leads a team of experts driving interdisciplinary research at the nexus of science, policy and law to address ocean governance challenges. He is involved in research programmes including the Future Ocean Programme funded by The Nippon Foundation as well as the BBNJ Clinic Programme funded by Ireland and Irish Aid. His work and the efforts of the Institute support key United Nations processes, including the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction, the United Nations Decade of Ocean Science, and efforts to tackle plastic pollution. He previously served in the European Commission and the Irish Naval Service and is committed to advancing Sustainable Development Goal 14 and the broader 2030 Agenda. A recognized expert in the law of the sea, he has authored over 15 books and 100 scholarly works, and teaches at institutions including Harvard Law School and the Rhodes Academy.
Vladimir Jares
Director, Division for Ocean Affairs and the Law of the Sea, United Nations
Vladimir Jares is the Director of the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs of the United Nations Secretariat. He has dealt with many issues concerning the law of the sea, in particular those related to the implementation of the 1982 United Nations Convention on the Law of the Sea and related Agreements. Since 1997, he has been involved in providing services to the Commission on the Limits of the Continental Shelf and has served as its Secretary. He has also been involved in capacity-building activities of the Division, delivering many of its training courses, including on the implementation of article 76 of the United Nations Convention on the Law of the Sea.
Roland Kristo
Chairperson, GFCM
Roland Kristo is the Chairperson of the GFCM Bureau. He has long been committed to the field of fisheries and aquaculture, serving as Director of the Fisheries Research Institute of Durrës from 1997 to 1999, as Director of the Directorate of Fisheries from 2001 to 2012, and Head of the Department of Fisheries and Aquaculture at the Agricultural University of Tirana in Albania from 2013 to 2016. He has worked as an expert on many national and international projects, also contributing to the drafting of fishing and aquaculture legislation and of fisheries management and co-management plans.
