يمثل الاتفاق بشأن التدابير التي تتخذها دولة الميناء لمنع الصيد غير القانوني دون إبلاغ ودون تنظيم أول صك دولي ملزم يستهدف على وجه التحديد الصيد غير القانوني دون إبلاغ ودون تنظيم. ويتمثل هدفه في منع الصيد غير القانوني دون إبلاغ ودون تنظيم وردعه والقضاء عليه عن طريق منع السفن العاملة في الصيد غير القانوني دون إبلاغ ودون تنظيم من استخدام الموانئ وإنزال مصيدهم. بهذه الطريقة، يعمل الاتفاق على تقليل اتجاه هذه السفن إلى مواصلة عملها كما يمنع منتجات المصايد الناجمة عن الصيد غير القانوني دون إبلاغ ودون تنظيم من الوصول إلى الأسواق الوطنية والدولية. ويسهم التنفيذ الفعال للاتفاق في نهاية الأمر في ضمان الحفظ والاستعمال المستدامين للموارد البحرية الحية والنظم الإيكولوجية البحرية على المدى الطويل. تنطبق أحكام الاتفاق على سفن الصيد التي تطلب دخول ميناء معين لدولة يختلف عن دولة العلم التابعة لها.
